Multi-Tiered System of Supports- MTSS

At Cary School District 26, the Multi‑Tiered System of Supports (MTSS) is our core framework for helping every child thrive academically, behaviorally, and emotionally. It’s a proactive, data‑driven model built on evidence-based practices, fully embedded in daily instruction to ensure all students get the right support, at the right time. 

MTSS is not just about helping students who are struggling; it’s about supporting all learners, from those needing extra reinforcement to those ready to be challenged. We think of our system as a diamond, shaped to serve students at every point on the learning spectrum.

What is MTSS? 
  • A comprehensive, inclusive system guiding how we teach and support every student from Tier I instruction to Tier II and III instruction for select students.

  • Evidence-based and systemic, meaning all practices are research-informed.

  • Flexible, with support that adjusts based on student progress.

  • Designed to improve outcomes for every learner, not just those who need extra help.

MTSS in Action at Cary School District 26

1. Universal Screening

All students are assessed regularly to identify their strengths and any academic or social-emotional growth areas. Key screeners include:

  • Academic assessments: view assessment information 
    • i‑Ready Diagnostics for reading and math 
    • LAS Links: for Spanish proficiency in Dual Language participants.
       
  • Social-emotional assessments: view SEL curriculum information
    • DESSA (teacher‑rated strengths & skills)
    • SECA (student self‑report survey)

2. Tiered Support Structure

MTSS uses a three-tiered system to provide differentiated levels of support based on student need:

Tier I – Universal Supports (All Students)

  • High-quality, research-based classroom instruction aligned to district standards and Cary 26 Instructional Framework            view our instructional framework brochure

  • School-wide behavior expectations, such as PBIS and restorative practices.

  • Weekly Second Step lessons for social-emotional learning integrated with daily routines

Tier II – Targeted Supports (Some Students)

  • WIN (What I Need) Time: 

    • K–5 students receive 30 minutes daily in ELA and math for either extra support, reinforcement, or enrichment based on individual student need.

    • 6-8 students receive one class period a day of extra support, reinforcement, or enrichment based on individual student need in math and/or ELA. 

  • Small-group instruction, SAIG (Social, Academic & Instructional Groups), and behavioral support like check-in/check‑out systems

Tier III – Intensive Supports (Few Students)

  • Individualized plans including Functional Behavior Assessments (FBA), Behavior Intervention Plans (BIP), and comprehensive counseling or mental health services

3. Progress Monitoring

Cary 26 educators track student progress through ongoing assessments and observations to ensure interventions are effective and adjusted as needed.

4. Data-Driven Decision Making

Educators use student data to inform instructional planning, intervention decisions, and support strategies.

5. Collaboration

MTSS is a team effort. Teachers, specialists, administrators, and families work together to support student growth and success at every level.
